It should be included, but in the wrong version. You need to get 
jbossws-native-3.1.2.GA.zip, unpack it, follow the install.txt instructions 
in the docs-directory inside the zip to install.

For me jboss was working out of the box, besides the fact that too much 
logging information was generated.
