Kolab/Horde password policy was Re: horde password setting max 8 characters

Okay, that got me past my first problem.  I tried to set my password to
something with

 * 2 numeric digits 
 * 1 symbol
 * 1 capital letter
 * 8 lower case letters
 = 12 characters

not based on a dictionary word and got back an error:

    Your new password is too simple to guess. Not changed!

Is there a document which describes the password policy somewhere?
