I would first check the horde.log file to see when you see the first  
messages appear in there after you requested the login (make sure you  
have the horde logging on debug). If you see the same delay in the log  
file (so the first log lines take nearly as long as the delay you  
experience) then you know it is the web server. Otherwise it is horde.  
In the latter case we should try to take a more detailed look at the  
log file.
