Can not create or delete forders in Horde

In kolab 2.2.2 can not see how to create or delete mail folders in Horde imp.

From help looks like one should select Mail -> Folders.
I do not see Create or Delete in the in the Choose Action pulldown??

Can do it in dimp.

I also tested in a clean install and it's the same.
Am I missing something or is something wrong?
