Did you try looking at LDAP database and if your user has
KolabHomeServer attribute? I had the same problem for users, which
where imported from Samab LDAP to Kolab LDAP database.  I forgot to
add  kolabHomeServer attribute for them, and vacation did not work.
Adding attributes has helped me.
