It is not Kolab-specific.  In Kolab, the local.cf file is located at 
/kolab/etc/spamassassin/local.cf.
For writing rules, I find this other site quite useful as well:  
http://www.troubleshooters.com/codecorn/littperl/perlreg.htm.
Don't try this at home, as the saying goes.  Use low scores to test your 
rules.  If you get too enthusiastic--as I have sometimes--you will get 
false positives.
Before you write new rules, be sure to check the headers to see what 
rules have fired already.  In my case, I have been able to deal with a 
lot of spam by bumping up the scores for certain things.
