Delegate documentation

There is no documentation for what a Delegate is.  One of the pages
that refers to it notes that you can't forge a different sender
address unless your account names that sender address as a delegate
(unless I'm interpreting it backwards), but I was able to send a test
message forging a different kolab sender address just fine.

Can somebody in the know jot down some notes on the wiki?
