Make new users inside ldap ou

I'm not certain whether this is something you can easily do. There are
several other services depending on the LDAP entry and you might have
some strange side effects if you start organizing your users in a ou
subtree. On the other I never tried that myself and maybe
all Kolab Server elements really do a subtree search.
