Admin Access To Users Sieve

Hi :

Is there any way that an administrator / maintainer can easily change a user's 
forwarding from the web administration without having to log in as that user?

I looked at some of the sieve front ends, but they all seem to log in as a 
single specific user.

I don't see any simple way to do this without writing / hacking some 
additional PHP code into the admin section.

Am I correct here?
