I'm not on the Kolab mailing list, but I saw your message here:

I had the same problem. Running bootstrap again did not help. I
 found the problem was that I said "no" to signing the
 certificate. Once I signed it, apache starts fine.
(Kolab 2.1 snapshot 20051215/SUSE 10.0)

Maybe you could post this to the mailing list, so others could
 find this solution? Thanks.
