It's currently not possible to change the type of a shared folder through
Toltec Connector.

I'm not sure which "shared folders" you are talking about. Historically, a
shared folder is an IMAP folder outside a user's namespace. However, when
using Kolab, a shared folder is often also referred to as a folder inside a
user's mailbox which other users have read and/or write permissions on.
Permissions on the latter folder can be set through Toltec. The folder type
is being determined by the type of folder in Outlook. Toltec will set the
IMAP folder annotation accordingly.

However, with a "classic" share folder, this is not possible through Toltec. I
don't know how Konsec Connector handles this. The folder type (annotation)
can be set on the server through cyradm, but you need a patch which is not
part of Kolab 2.0. I don't know if the patch has made it into 2.0.1, either.
