admin user: good for what?

To expand on what Martin said in his his response.

The manager user created during the bootstrap process is basically like the 
"initial" admin user.  Admin users are accounts in kolab that have 
administration to the kolab server.  They can perform activities  such as 
user administration (creation, editing, distribution lists).  They also have 
the access to the services settings (turning on/off pop3, ftp etc.).

Maintainers are meant to be accounts that will "maintain" the users on the 
server.  These persons will deal with account creation, passwords, dist 
lists.  They can not however add a trusted network to the list of allowed 
networks.  That would be a job for an admin user (or the manager).
