kolab2 outlook and freebusy information

hello list

i have set up a kolab 2 server successfully, and installed toltec 
connector for outlook 2000, following documentations at 
http://www.toltec.co.za/index.php?module=pagemaster&PAGE_user_op=view_page&PAGE_id=7&MMN_position=12:12

i have problem setting up freebusy though:

the url i configured is ftp://freebusy:freebusy@server/%NAME%.vfb

when clicking "send receive freebusy info" i have success message.

but when i add an appointment in outlook calendar, i can only see my own 
freebusy info, other participant's fb info is marked as unavailable.

any idea ?
