email user restrictions

Does anyone know if there is a way to restrict users for sending mail on
behalf of other users in the Kolab mail group.  Currently, if I want to send
mail on behalf the president of our company, there is no mechanism in place
to prevent that.  We are using Outlook with the toltec connector in this
office.
