Default proftpd configuration from the kolab
installation.

edit /kolab/etc/proftpd/proftpd.conf

set STOR and READ to be AllowAll

 <Directory /*>
          AllowOverwrite on
        <Limit STOR READ >
          AllowAll
         </Limit>
         <Limit Write DIRS>
           .....
        
restart proftpd via /kolab/etc/rc.d/rc.proftpd restart

Well thats what i did when this same problem bit me.
