It's controlled via the safe_mode variable in /kolab/etc/php/php.ini (which is 
not handled via the template mechanism). As Sebastien said, this is the 
php.ini file as used by the PHP CLI, whereas the other "templatized" php.ini 
controls the PHP module in Apache.
