It was enabled by default for me as well...it just isn't working.

The error I get is this (/kolab/var/postfix/log/postfix.log):

However, sending a message all lower case yeilds the following entries:

I don't know what version I'm using - it's the stable version from about a 
month ago. (off the kolab.org website...)

My imapd.conf.template file contains the following:

unixhierarchysep:       yes
lmtp_downcase_rcpt:     yes
loginrealms:            @@@postfix-mydomain@@@

No errors starting/stopping kolab or imap.
