The lesson I have learned from constructing an internal storage format was
that just doing the format is not enough, it needs a specification
of the behaviour of the compatible clients. Is there something like this in 
the new standards?

Another lesson is that doing an internal "format" is very different from doing
an exchange format. The internal format much more forces the behaviour of the 
overal system. Exchange formats tend to be a common denominator more or less
either a subset of what works for exchange or a vision of what should work
in the future. It is very hard overtaking the common approach towards the 
whole user experience using the "common denominator". 

Nevertheless there is a lot to learn looking at the wisdom of what the 
designing committees have put into the new formats. :)
