KEP #2: datetime RFC3339 and ISO 8601 and requirement of tz

It is the loose parsing that is a worry. 

Kolab and KEP 2 is a format specification, so specify a format. 

ISO8601 should not even be mentioned. Pick RFC3339 and we all parse and format according to the ABNF in 5.6 of the RFC.
