KEP2: Modification of datetime: store local time, add 'tz' attribute (Revision ID 10854)

Hi all,

There has been no more input on KEP2 for several weeks, the last improvements 
came from Jeroen van Meeuwen, whose suggestion to make the tz explicitly 
authoritative in the top section has now been included.

The current version is online at

If you have any interest in this issue whatsoever, please do read through the 
KEP now and carefully, as otherwise I'm planning to suggest to move towards 
adoption.
