Extension on closing call for KEP #2

Hello,

During the closing call for KEP #2 "Modification of datetime: store local 
time, add 'tz' attribute"[1], some additional objections have been raised[2].

As per the KEP process, even though a formal request for extension has not 
been submitted to the KEP secretariat, we'll extend the closing call for 
another two weeks -a courtesy to all getting used to the new process described 
in the rather new approved KEP #1.

This means that;

1) Should further discussion not result in any further changes to the KEP, the 
KEP is to be approved as per Monday, March 14th 2011. This would require the 
objections raised to be addressed during the discussion over the next two 
weeks.

2) Should the objections raised cause changes to the KEP to be made, a new 
closing call will be requested by the KEP author, and until such time final 
approval of the KEP will be postponed under the normal rules of a KEP draft.
