Stick to the RFCs, URL encoding and allowing for embedding a display 
name in the mailto: URL.

FWIW, I found a particular, completely unrelated feature I enjoy in 
Python's email libraries; Whenever you pull an email address (say, from 
the From/To/CC headers), you are always returned a tuple (name, 
address). I'm mentioning it, because perhaps this is how you can build a 
consistent API for clients (so they know what to expect).
