Adding it directly to the Package would be quite a hassle since i do not speak 
a word of french and then ne next guy would come and ask to have it in 
hungarian ;)

But, you could test something there for me which could provide a way to get 
Kontact in every language KDE supports and which we could add to the wiki.
Please download 
http://winkde.org/pub/kde/ports/win32/repository-4.5/l10n/kde4-l10n-fr-4.5.4-bin.tar.bz2
And extract it so that it lies in <InstallDir>/share/locale correctly.
Then you should be able to edit the language section of your 
<InstallDir>/share/config/kdeglobalsrc so that it has the french entry and 
you should have at least most parts of the application localized to french.

Please tell me if this worked or add a short howto to the wiki
http://winkde.org/pub/kde/ports/win32/repository-4.5/l10n/ contains packages 
for all languages KDE supports.
