I haven't tried, but reading the descriptions it does not seem like I could 
get an email for any new issue in the tracker. It seems like I already need
to have a relationship to the issue. An alternative would be a mailinglist
with all the new issues or a filter rule for all the new issues in a 
mailinglist which carries all issue changes.

It is not overly important to me, just a comfort function.
