I don't have links to newer / other languages packages, sorry. I can only 
point you to the KDE-Techbase documentation [1] which may also work on 
windows with cygwin.

We build localization without cygwin with a tool called "emerge [2]" natively 
on windows using python and cmake instead of shell scripts. But this 
relatively complex to use and requires you, because of dependencies, to 
compile a lot of kde software.
