As all the other developers seemed to consider the wider separation of  
the code to be useful I'd like to go ahead with this. I'm aware that  
this won't solve all the problems of the web admin but it will solve  
some of them. The separation enforces a style of packaging that will  
allow decent native packaging which is important if you want to have  
clean packages accepted in downstream distributions. Having this  
separation also clearly indicates that this code is not at all linked  
to OpenPKG but can be used in any distribution.

Whether "decent packaging" constitutes "better code"... well, I know  
I'm biased there :) I wouldn't mind if it were mandatory for  
developers to serve as package maintainers in any of the distributions  
out there for some time. I think it would help ... but that may be  
just me :)
