Tested with kontact e35 20100507.1125904-kk3

Test:
1. Open a composer.
2. View->Snippets
3. Try to add a text snippets group hierachy.
Failed. It is just possible to add snippets groups to the top level.
Anyway the Add group/Edit group has a group field which always says "all".
So perhaps the add/edit dialog needs to be improved(?).
