To reproduce:
1. Let A:=email address of user with just an (trusted) OpenPGP key.
   Let B:=email address of user with both a (trusted) OpenPGP and S/MIME cert,
          and both have secret key available.
2. exec gpg-connect-agent -S ~/.gnupg/S.uiserver --run <(cat <<BYE
sender --info -- $B
recipient $A
prep_encrypt --expect-sign
BYE
)
-> Dialog prompts to select protocol
Expected: Should pick OpenPGP, since A doesn't have S/MIME.
