To reproduce:
1. On a fresh XP, install gpg4win2
2. Make sure that you have installed the driver for the smartcard reader.
3. Start Kleopatra
4. Insert a smartcard
-> Nothing happens
Expected: Kleopatra systray icon starts blinking; clicking on it will learn 
card.
