[Kolab-devel] [issue4178] Use gpgme_op_passwd in Kleopatra.

Currently, Kleopatra runs gpgsm --passwd %k and gpg --batch --edit %k passwd 
save. The latter command however, returns 0 even if the passwd-pinentry was 
cancelled. Use new gpgme_op_passwd() instead.

(and make sure the action is greyed out / explains what's up if gpgme is too 
old at runtime)
