Test:
1. Start to create a new todo.
2. Click on the plus attachment button.
Actual behaviour:
A attachment dialog opens and you can configure the attachment name, embedded
and open the file dialog.
Excepted behaviour:
The file dialog should be opened at once. (options: embedded, default name)
(After adding an attachment it is already possible to change the properties of
the attachment with RMB->Properties.)

Please estimate first.
