Yes, normal.

Kolab Systems will provide z-push packages compatible with 2.2.4,
and apache/php in server 2.2.4 already have the required options to
support these packages.

Only the kolab-webclient package already has a build option (see the
defines in install-kolab.sh) to enable the z-push configuration
interface.
