[Kolab-devel] [issue4690] Umlaut problems in system folders

1. Login to the webclient with German locale selected. Browser encoding is set
to UTF-8.
2. Create a new message and save it as draft.
3. A Folder called "Entw&APw-rfe" is created. Changing browser's encoding to
ISO8859-1 or ISO8859-15 does not help.

This problem applies only to system folders, not to custom ones. They can be
created with any naem you want and the name remains the same no mater what
encoding is set.

Another problem is that the webclient does not set an encoding by default, at
least I cannot find a meta tag in the source code. The default encoding *MUST*
be UTF-8 because otherwise many pages like the German calendar preferences are
broken.
