[Kolab-devel] [issue3726] A changed Navigator toolbars is displayed without changes after restart

observed with Kontact enterprise35 20090626.987605

Test:
1. Use Settings->Configure toolbars.. to change the Navigator toolbar.
   (e.g. remove ActionList... and add tasks)
2. Set Settings->toolbars->Navigator on.
3. Restart kontact.
=> The tasks button is not shown. 
This should work.
