Test:
1. Open the cert manager with "Tools->Cert Manager".
=> Kleopatra opens.
..[work a bit.]
2. Close the cert manager window.
3. Try to open again the cert manager with "Tools->Certificate Manager..."
=> Nothing happens.
Expected: The cert manager should open again, so that I can work with it.
