That seems wrong:
kolab-webadmin> grep -R kolab_php_smarty_prefix *
php/admin/include/mysmarty.php.in:require_once('@kolab_php_smarty_prefix@/Smarty.class.php');

And you have: smarty/Smarty.class.php, hence kolab_php_smarty_prefix must be 
set to smarty...
