| To be able to comment other issues, you need to get your role upgraded 
| from "Provisonal User" to "User". One common way of doing this is to ask on 
| one of the mailinglists. Make sure you add your roundup id to the request. 
| Role "User" is granted to anybody that shows sanity (easy) and wants to 
| comment several issues.    

So currently one of the admins (e.g. me) is doing the switch of the user roles 
manually.

Provisional Users can create issues and comment on issues they have created.
