Current implementation of syncrepl rebuild everything if any change happen to
the directory .


This can be reduced by :
- watching only necessary objects (users, groups, kolab)
- triggering only necessary cyrus and kolabconf commands


Benefit :
- reduced bandwidth
- reduced cyrus load
- reduced kolabconf load
