We've noticed the following Problem in Server 2.2-rc3 and before: 

User A creates an event which includes a ressource-account which has the
invitation policy 'Reject if conflicts'. At first all works as it should be, the
resource is booked and user A gets a notice about that. But if user A changes
the event to an overlapping time interval (for instance shorten it for an hour)
the resource-account will decline the update.

Since it is the exact same event the ressource-account should accept this 
update, too.
