Enterprise commit 71698. Note that KEncodingDetector is part of kdelibs in KDE
4 so only some glue code is needed in kmail, not the full encoding detector. I
should probably better do this myself because the changes are not easy to spot
among all the code that was changed to port from Qt4 to Qt3.
