they are horde paths. put /usr/local/horde3/lib and /usr/local/horde3/pear in 
you php include_path:

ini_set('include_path', '/usr/local/share/php:/usr/share/php:/usr/share/pear:/usr/local/share/horde3/lib:/usr/local/share/horde3/pear');

as i understand the current kolab development, horde will be included in 
kolab-2.2. or at least some of the libs and classes shipped with horde.

this can be done in config.php of the freebusy files.
