[Kolab-devel] [issue3321] slapd.replicas.template and slapd.access.template can be absent

In some configurations, the LDAP server can be on another machine, or configured
outside of kolabconf.

This patch permit this.

I will commit it within 2 weeks if there is no objection (no risk).
