When kolabd is compiled with legacy support and FTP FreeBusy Service isn’t
enabled (via webadmin) then kolabconf will stop both proftpd and kolabd when
it’s called. I’d assume the appropriate behavior would be to stop proftpd, not
kolabd since without kolabd no background administrative tasks are performed.
