[Kolab-devel] [merge19] Port KResource optimisations from proko2 ( and enterprise ) to ( 3.5/kdepim and trunk )

Port revisions 658218, 658220, 658222 from enterprise to branches/3.5/kdepim 
and trunk/kdepim. Can't be done atm because of freeze.

The commits are related to KResource optimisations and stability fixes.
Ability to create new groupware folders via dcop.

Work needs to be done in following kdepim modules - libkcal, kmail and 
kresources/kolab.
