I don't want to split core from add-on, but I felt like in a maze of
twisty little directories, all alike, so I wanted to group by topic.

What about a horde and a pear subdirectory?

Later when we get a rename-aware SCM, e.g. Mercurial[1] we could add
a subdirectory for all things that only exist because of small
patches for OpenPKG, though I think with server 2.2 these small
patches might become obsolete and can be removed.

[1] Mercurial 0.9.4 was released this week, and the demo repository at
    http://hg.intevation.org/tmp/kolab-server/ is still available :)
