The smarty location on Debian is wrong.  The files are 
in /usr/share/php/smarty/libs/, so you need to make this change in the 
dist_conf file for kolab-webadmin:

-kolab_php_smarty_prefix=Smarty
+kolab_php_smarty_prefix=smarty/libs
