[Kolab-devel] [issue1831] When an event is dragged no update email is sent

When an event is dragged to change the time no update email is sent
to participants in the event.
When the time is changed manually the email update is sent.

This is with korganizer-3.5.7 from opensuse-10.2

To reproduce create an event with several participants.
After the event has been applied, drag the event to another time -> no email
is sent.
For the same event change the time manually -> email is sent
