We could create a directoy called "template-tools".

If we'd have a separate template directory that is not part of the
kolabd package, then I think it would be okay. And I think that might
actually happen at some point. I still plan on also restructuring the
kolabd package and the templates don't belong there.

But at the moment I'd rather keep it out of the kolabd package since
it is a developers-only tool and not really a part of the kolabd
package.
