Yes it is. On the other hand web applications are usually just copied
into the web document root by the packaging system. So it does not
hurt to have the directory together with the README in there. If I
just create the cache dir in packaging it would be less obvious that
this directory is needed or what its use might be.

But if you feel it is a bad solution I can also add the necessary
instructions into the INSTALL file.
