amavisd.conf.template contains:

    @mynetworks = qw( @@@postfix-mynetworks@@@ );

this generates a amavisd.conf in which only the first of the
privileged networks set in the web interface will be included.

If 127.0.0.0/8 is not the very first entry in the privileged networks
list amavisd won't work.

I think this should either be:

    @mynetworks = qw( @@@postfix-mynetworks|join( )@@@ );

or else be hardcoded to 127.0.0.0/8
